包子速冻之前肯定已经是熟制品了,因为包子经过发酵过程之后,如果半生不熟的再让消费者回去加热,对口感会有很大的影响,就像蒸米饭蒸到七八分后再去二次加热,和直接蒸熟的口感会差很多。
